According to regulations, starting from April 1, 2018, housing construction and municipal infrastructure projects under construction in Henan Province that have obtained construction permits according to law must implement real-name labor management. Among them, newly-started projects with a construction scale of more than 30,000 square meters or an investment scale of more than 50 million yuan must install attendance equipment, establish electronic ledgers, and conduct dynamic management; cities and counties that have established construction labor real-name system management information systems, 4 Starting from January 1st, new construction projects must be included in the information system, and real-name management of labor services will be implemented.
The relevant person in charge of the Housing and Urban-Rural Development Department of Henan Province introduced that the information managed by the real-name system can be used to protect the rights and interests of laborers and market supervision, as a basis for handling labor disputes. For projects that promise to implement the three systems of real-name system information management, special account for wage payment of migrant workers, and bank agency payment of wages, the payment of wage security funds for migrant workers can be halved; if the promise is violated, migrant workers will be paid at a rate of 50%. Wage security funds, and blacklist construction units and construction companies that violate their commitments. Construction units and general construction contractors that are blacklisted will have to pay double wage security funds for migrant workers for all new projects that start during the release period.
