Our annual cement industry C12+3 summit was held in Tianjin today. This year's summit will implement the spirit of the 19th National Congress of the Communist Party of China, establish a new development concept, start a new era of high-end and high-quality development of China's cement industry, and plan the work in 2018. After the convening of the summit last year, the cement industry promoted supply-side structural reforms, curbed new production capacity, restricted and eliminated outdated production capacity, carried out staggered production on a larger scale, carried out industry self-discipline, and further implemented the National Development and Reform Commission [2016]34 The No. 1 document has ensured that remarkable achievements have been made in terms of stable growth and increased efficiency. The economic benefits of the industry last year were relatively ideal.

There are many reasons for the achievement, but there are basically three. First, success, worth summarizing, and worth cherishing is the unprecedented and unified understanding of the industry in terms of steady growth and strong self-discipline, that is, the prosperity of the industry is the foundation of a strong enterprise, which is the basis and premise of our achievements. I think this point should not only be affirmed today, but should always be faced squarely, because the results are hard-won. The whole industry has conducted many years of exploration and paid a great price to find a policy that not only implements the national macro economy, but also I have found my own way to manage the outstanding contradictions in the industry, so it is precious to summarize this article.

Second, large companies have played a leading role in peak-staggered production, industry self-discipline, and stable growth. If the first item is the prerequisite, this one is the key. Without the drive and leadership of large enterprises, today's situation would not be possible. The 19 large companies present here have played a very good leading role. In particular, China National Building Materials Group, Conch, and BBMG Jidong have set a good example. With everyone's efforts, the serious economic downturn of the industry has been curbed, and then it has embarked on a healthy development track, which has been continuously consolidated and developed in a better direction.

Third, the work of the association system at all levels has made a difference. The China Cement Association and the provincial and municipal associations have improved and improved in terms of ideological understanding, practical work, initiative, and other aspects. They are contacting the government, reflecting the needs of the industry, and promoting The promulgation of policies, organization and coordination of enterprise self-discipline, in-depth practice, and problem solving have formed a joint force, gained the trust of enterprises, and created industry strength. While achieving achievements, we should also see shortcomings. Although the cement industry has achieved good results in terms of steady growth, structural adjustment, and supply-side structural reforms, some efforts are still insufficient, and some work progress is not satisfactory. For example, to eliminate backward production capacity, according to statistics, only 12 provinces eliminated a total of 27.06 million tons of backward clinker; by the end of last year, there were only 140 enterprises that officially stopped the production of 32.5 cement, and the capacity to stop production was only 40 million tons. 32.5 Composite Portland cement The cancellation of the standard also did not materialize as originally planned.
